Verizon iPhone can't send foreign language SMS?

It has no problem receiving them from AT&T iPhones.
However all foreign characters sent to AT&T iPhones are reduced to gibberish.

Sending a foreign SMS from a Verizon iPhone to itself does work however..

I wonder who's fault it is then?

If you can send foreign language SMS to other phones on other carriers, then the problem is likely on AT&T's end.

If not, then it's Verizon.
