Carrier Verizon iPhones - Unlocked if purchased from apple directly?

I know that at one point, despite Verizon’s unlocking policy, if purchased from apple directly with a VZW installment plan billed by VZW, the phone would still shipped unlocked out of the box as long as it was purchased directly from apple. Is this still the case?

AFAIK, AT&T is the only carrier that still locks iPhones when bought direct from Apple through carrier financing.
