What does the Sim card that comes in the Verizon iPhone 4S do? Is it a Vodafone sim card? All it says is Verizon on it.
 
It enables the 4S is roam on international GSm networks. It does not allow you to roam on local networks, such as AT&T.
 
Essentially, it's just a vodafone SIM. You could even take it out and use your phone perfectly fine in the US
