Theoretically capable of the same speeds (same technology), though Verizon has much broader coverage.
Edit: I know many people who are very satisfied with Sprint, but they tend to be in urban areas with good coverage. My son-in-law curses his Sprint phone every time he comes to visit us (from St. Louis to the NW Arkansas Ozarks).

Voice roaming, yes. Data I think is limited? but you can check the maps.
Also the TOS limits roaming to something like 30% of your usage.
Plus if you're in a fringe Sprint area you will often not get good enough signal to be useful, but just barely enough to prevent it from switching to a strong Verizon signal.
