I am hoping someone can help. Does anyone know if there is hardware available to convert VHS to DVD that works with macOS Catalina 10.15.4. I was looking at Roxio VHS to DVD for Mac but several reviews suggest that it does not work with macOS Catalina. Thank you in advance :)

It doesn't create the dvd, just imports the video, but making the dvd is simple with Burn:

Yep, that currently seems to be the only USB analog video capture device that works with Mac OS 10.15 Catalina.
If you have a MiniDV or Digital8 camcorder and some means to connect it to the Mac (i.e. a FireWire to Thunderbolt adapter), you might be able to use that as an analog-to-digital video converter, provided the camcorder supports analog-to-digital passthrough or dubbing. Then you can capture the analog footage directly into iMovie or whatever.

I've used that, too, but not in a few years. Pretty decent, though it can take awhile to import as it has to import in real time. The software does let you specify how long the video is, and will stop importing after whatever time you set. If you know how long the video is, great. If not, you can have it record indefinitely, which can waste a bit of time. Fortunately, once you stop importing, it allows you to trim the video (both the beginning and end).
