Vibrate only when not in use?

Is it possible to adjust the settings so that when I receive a call/text, it only vibrates when the phone is not in use and does not vibrate when the phone is in use? If so, what settings would this be?

Nothing like that really exists for stock iOS. Perhaps there might be a jailbreak tweak of some sort for something like that if you are jailbroken.
