I mean a usb TV device for any computer. This enables you to watch TV anywhere from a laptop. A TV license is for one property or address and will not cover a laptop carried anywhere in the country.

Regardless of the product, your initial statement was incorrect -- none of those devices come with a TV licence included. Yes, if you already have a TV licence at your home, the device is covered. But if you don't have a TV licence, you'll need to buy one.

Under the crazy rules of the license fee, you don't need a separate license away from your home if you are licensed at home and watching on a portable TV that's powered by its own internal batteries.

Whether a laptop operating from its battery is covered under that rule is open to debate, but it does seem to fit the definition of portable TV powered by its own internal battery

The license fee regulation really, really needs updating for the 21st century!

Yes you might. From that link:
If you use the BBC iPlayer to watch TV programmes at the same time as they are being shown on TV (live) then you will need to be covered by a valid TV Licence

If you use the BBC iPlayer to watch BBC programmes after they have been broadcast either to download or via streaming on demand then you will not need a TV Licence.
