The 98 Upgrade CD is not bootable, nor is the retail version, the OEM version is however.

I suggest either finding an OEM disk, or using the DOS that comes with plain VPC. You can also create a disk image to load anything on via floppy into the system. I suggest using Google to search for solutions. IF you actually own VPC, it should come with an OS as an image, use that, all you need is the serial for it, no setup required.

Do you have a multi-core or multi-processor Mac? Experiment with this, I think you'll be disappointed.
