In bootcamp I allocated 31GB to my Vista partition but it wont install saying its not formatted correctly or something like that?

Vista will not install onto a FAT32 partition (which is what the BootCampAssistant makes). Simply use the Vista installer to format the partition labeled "BOOTCAMP" to NTFS.
