Just a quick question, does anyone know if there's a setting/config file where you can specify the maximum speed of a processor?

I've got an old MS-Dos program that complains the computer is too fast so won't run.
 
That must be a REALLY old DOS app. It might be worth running it in DOSBox so you can tune the CPU speed just for the app. Then you could still run it in a VM under Fusion or just run it natively from macOS.

I've recently learned of a 64-bit version of Boxer from a friend and it's available here

That's just for the Mac side of things and macOS Big Sur for instance. I don't mean to troll or go off-topic. Just forwarding information.
