In Tiger: System Preferences - Sharing - Apple Remote Desktop - Access Privileges - VNC viewers may control screen with password:

Check both Apple Remote Desktop and VNC boxes and set a password.

In Leopard: System Preferences - Sharing - Screen Sharing - Computer Settings - VNC viewers may control screen with password:

Check both Screen Sharing and VNC boxes and set a password.
