Voice Commands OS X Yosemite

Hello,

in mav, their used to be an option to turn off the shortcut key, and therefore the mic would be constantly listening for a command (in dictation & speech)

does this option still exist in yosemite ?

also ...

is their a way to create custom commands, and if so, can i simply say "mac lock" for example if i wanted to lock the computer as i walk away ?
