Voice control on iPhone 4

My wife got her iPhone 4 today (I get mine in 2 week, grrrr). I noticed that the voice control app is not there, but on the apple website it is listed as an app. Do others have it?

It also helps to read the documentation that came with the new iP4.

That's where I found out how to activate the Voice Control feature.
