I have the weirdest bug. No Siri any more but I have Voice Control. I have not see that little guy in years. I did not know he was still baked in the system.
 
That is a known issue in the release notes. Apple suggests rebooting the phone to restore Siri functionality. Good Luck.

Ditto. I don't actually have to turn it all the way off, I just have to slide the setting off and then hit cancel on the "Are you sure you want to turn off, it will delete siri data on apple servers" pop-up.

Known issue. Toggling Siri on/off fixes. iOS 8 beta 2 one of the worst betas of all time.
