Voice Dictation Not Working Since Update Anyone Else?

Not sure if it's been mentioned yet but Series 4 updated last night and I can no longer use voice dictation. getting: Dictation Failed. Apple Watch was unable to take dictation.
Anyone else? I rebooted, reset, no change.

When I updated to iOS 13 I had to re-enable dictation.

Tried that, I'm online w Apple now, went through their t/s, no change. They haven't heard of this yet. It fails 7 out of 10 times
