Judging from history, it won't be coming to the iPad 2.

Voice features have tended to be exclusive starting on the hardware they make their debut on.

Ex. Voice control debuted on iPhone 3GS, didn't come to iPhone 3G. Siri on iPhone 4S, not on iPhone 4.

If it was coming to iPad 2, it would have been in the iOS 5.1 update that was released on Wednesday.
