My wife and I each got 13 voice feedback announcements from our Apple Watches during our last hike.
 
I found it was on by default when I updated my watch and it took me about 10 minutes to work out what I had to do to turn it off. It did what it was supposed to with no issues, except that what it does is incredibly annoying.
 
Update one more time: Again, connected to AirPods Pro via Apple Watch 5. I previously turned off notifications from the UHC Motion app. Voice Feedback worked as expected. Music played normally, got Siri announcements when expected. Will be following up with the app developer for UHC motion. Hope this functionality is working great for everyone else!
 
The other option of course is to use Nike Run Club, which has more advanced voice feedback than the Apple Workout version. The Nike Run Club Watch App works completely independent of the iPhone app. For NRC you follow the same steps to use the Watch as the main source of music, but with Nike, you have more stat announcement options such as distance, pace read out to you at a point you choose 0.25km> 2km / 1min > 15min etc.

The Apple Workout App has quite a long way to go to catch up with all the features that some other fitness apps offer, but its still one of my first choices due to its reliability and stability overall.
 
It has worked for me sporadically. I didn’t even know it was a feature of the watchOS update until it “spoke” to me. I hate that it doesn’t reliably work though because I do actually find it very motivating. The second time it worked, I ran 6 miles and it motivated me to run faster each mile, cutting off almost 90 seconds from mile 1 to mile 6. Now I haven’t gotten notifications in around a week.

Make sure that your AirPods are connected via Bluetooth to the Watch directly, (see above comment on how to check this) otherwise, it will just announce through the Watch Speaker. Also maybe try to toggle OFF and ON the Voice Feedback (see screenshot). You make sure that Pace Alert is set to 'Rolling' if you want current announcements ahead/behind of your target pace. (see screenshot 2)
