iPhone voice memos are GONE after iOS 13

I noticed that my iOS 13 devices (2 personal iPhone 8s) no longer have ANY voice memos. I had about 40-50 memos. They are still on my iPad, which is running iOS 12.

Anyone else have this issue? I’ve checked settings and have iCloud on.

Phone is running 13.2.3

Have you tried opening Voice Memos app while on Wi-Fi and charging, and pull it down for refresh? Also I would check if sign out/in to iCloud will change anything.

Do the other two devices have Voice Memos turned on in iCloud Settings? You have backups in any case, right?

both have iCloud on for voice memos.

I have them on iPad.
