Voiceover activation with pressing home button 3 times

Can Voiceover activation with pressing home button 3 times be shut off? My fiancée's iPhone 7 always activates voiceover with the home button pressed 3 times. In the accessibility voiceover on/off is set to off. How do we disable home button shortcut? I have a 7 plus and it does not activate voiceover with the home button.

The very last option at the bottom of accessibility settings is "accessibility shortcut". You should be able to disable it from there
