So AT&T announced it was going to rollout VoLTE for HD voice.

Does this mean our unlimited minutes don't matter as this will use data?

It won't use any data. its not VoIP <-- does use data. Its going to use a different protocol to handle calls.

Will our existing iPhones just start using this when it's available or does Apple/the carrier have to push an update?

Nearest I can tell: the chipsets in the 5/5s/5c can technically support VoLTE, but the OS needs to be able to support it, too. Probably going to be part of iOS8.

No doubt, there probably also needs to be some sort of provisioning done but the carrier to enable this, and right now it seems like AT&T is very happy to make this a Samsung Galaxy S4 mini exclusive for now.
