Did apple mention anything about VoLTE? I hope it comes for older devices and not just the new iPhone 6 since its just a software update

No, currently the 5/5S/5C does not support VoLTE, even with iOS 8.

HOWEVER, the chipset inside the iPhone 5/5S/5C *does* support it. Since basically no carrier supports it right now, it's unavailable.

Like chrf097 mentioned, the Qualcomm MDM9615m chip inside the iPhone 5 series supports it, so hypothetically a software update could enable VoLTE. Give this article a look.
*Maybe*

The original iPhone 5 GSM model didn't fully support TMo frequencies on HSPA+. The baseband did, the frequency was activated for LTE, just not HSPA+.

Apple couldn't update via software. Low level firmware that iOS couldn't touch needed to be tweaked, so you got a special set of S/N when the TMo variant came out. Same physical chips, different low level firmware loaded by Apple before shipping.

Technically, you can update the firmware via software update but it's very risky and if something went wrong it will need to be JTAG to fix it

I'm curious if there is an impact to voice quality if there is a background data download happening while you are talking. Kind of like how VOIP gets disrupted sometimes and you hear a robotic twinge.
