iPhone Volume buttons stopped silencing notifications?

Anyone else not be able to silence notification sounds using the volume keys?

Ever since I jailbroke (or updated 6.1) I haven't been able silence notifications; alarms, text tones, ect.
Anyone else have this problem or know how to fix it?

This happened to me the other day but I just tested it again and the volume buttons worked. Will play with it.

What Tweens do you have?
I got:
Winterboard
Activator
Color status bar
ZePhyr
Barrel
SBsettings
Low power banner
Sleep fx
Tabs+}

It seems to be Activator's fault. Another guy said the developer won't fix it for now.

Removed activator, still a problem.
I also removed SleepFX. Still a problem.

This sucks
