System Preferences > Keyboard > Keyboard > "Use all F1, F2, etc. keys as standard function keys"

(is this checked or not?)

I don't see that option. I have Key Repeat with a slider and a Delay until Repeat with a slider.

Then show keyboard & Character viewers in menu bar which is checked.

You do have an Apple Keyboard or a MacBook with a built-in keyboard, right? For me, it shows that option right in between the ones you mentioned, so I'm not sure why it wouldn't for you.

no I don't see that. It's not a mac keyboard though. I never thought about it. but it always worked before ...

it's macally ... I downloaded the driver, but am not sure where to put it and don't see on their site what to do.

MacAlly doesn't have drivers for anything later than 10.3 listed on their site. What you downloaded isn't going to be compatible. I've used MacAlly keyboards on several systems, and the volume keys have always worked without any trouble, so I'm not sure why it would have stopped working for you. I assume you tried restarting, and disconnecting and then reconnecting the keyboard?
