Volume gets low when battery is low?

My iPhone was at 5 percent and. Noticed the slider and clicker noise were lower than usual. So when I got home and started charging it I though at at least 50 percent that it would go back to normal but didn't. A restart made it go back to normal. Is it because battery was dying? Has it always been like this. Only realized after it got low percentage

I noticed right before getting rid of my 4S the volume was always up and down by itself
