VPN cycles

I’ve always used cloud fair never been a problem as my VPN but even though that’s turned off my VPN just keeps cycling on and off. There’s no way to turn it off. Please help iPad is not connecting either to Wi-Fi nor cellular because the VPN keeps cycling. I’m not sure how to turn this off and keep it from cycling. iOS beta 18.1 m1 pad


**** resolved. Cloudfare 1.1.1.1 issue. Deleted.
