VPN Server on a regular OS X?

is that possible on a regular OSX? i'm trying to make a vpn server for a secure connection when i'm on a public hotspot.
 
Yes, everything that the OS X Server edition has the client version has. It just has no GUI and everything has to be configured using a third party program or via Terminal.
