Does anyone know if the new iPads will have the W1 chip for easy pairing with AirPods or would we have to use normal Bluetooth pairing?

The Apple tech specs on their website don't mention anything (but they also didn't call out W1 on the iPhone 7/+ tech specs as well)

I believe the Airpods themselves have the W1 chip, not the device it is pairing to. The iPhone 7 does not have the W1 chip either.

That's correct - the W1 chip lives in the headphones, not the device. Existing iPads and iPad pros work just fine with the AirPods; the new ones will too.
