If i get W5700 for my Mac Pro 2012, will I be able to run mac os Catalina and big sur officially ?

No, but you’ll need to run at least Catalina for driver support. Your CPU is still unsupported by Catalina though due to lack of a VMM instruction which must be emulated at the cost of losing turbo boost.
