I rent and used Wacom Intous pro medium before but I wanted to have my own for editing and retouching photography works. I really love how Wacom pro tablet allow me to use touch features. But it's too expansive to buy it so I was looking at Wacom art small tablet. Im not into drawing or designing so will it be still ok to get the cheapest version(Intous small 2015)?

Try second hand. I have sold a number for £70-100 on eBay.
 
what do you mean lesser line?

anything other than an Intuos Pro. The lower cost offerings cost less for a reason. less responsive, less precise, clunkier in use, and less durable overall. better a 4 year old (still in good condition) Intuos 4 than something like the Bamboo (or whatever the equivalent is now).
