After some searching came up empty so was wondering if anyone knows of a way for my iphone to change the background based on the weather? like if its rainy it changes to a pic if its hot it changes etc etc.. you get my point.

There are some lock screen themes that do this. The two I can think of are Weather Elements and Slanted Lock.
If you want a weather widget on your spring board there are also option like Weather Icon.
