Wallpaper issue

Is it iOS 7 or is it the 5S? You can't make a normal picture you have as a wallpaper because it is really zoomed in and does not look good at all. Anybody know why this happens? A resolution maybe? Any help would be appreciated.

Settings -> General -> Accessibilty -> Reduce Motion -> ON

i tried that...the picture is still zoomed in...why can't the wallpaper not be scaled?
