Wallpaper: move and scale?

Is anyone able to move and scale their wallpaper?
I can't figure out how to that.
No matter what I try, my image just bounces back to original size.
I try to move, nothing happens.

Help?

the scale up and move in any direction seems to be working fine. the scale down and move does not seem to be working.

What are the dimensions of your image? If it's not at least 200px larger on each side then I don't believe it will scale or move at all. See Create your own parallax wallpapers at

Yeah, that's the one I'm having a problem with.
Good to know I'm not the only one then.
Glitch maybe to be fixed?
