Even on an iPhone you can change the hue of an image with built in editing tools in the photos app.
Unfortunately a global change in hue will change all the colors, so to swap red to orange, the green parts went blue, like this example.
To selectively change just a single color, something like Photoshop is needed.

Here's orange. It's harder to make it green and have the various shades look right and I don't have the time to play around with it more.
