Check the article again. It says they are dropping prices on the 3rd gen. Not the current 4th gen.

Ie, they have overstock they can't give back to Apple that they are trying to get rid of. Nothing more or less.

Any Minis on sale are likely just loss leader attempts that will turn out to be no rain checks and out of stock etc

I just made a general statement, stating they are "dropping the prices of the iPads"

I read the article, but I am only interested in the iPad Mini when it comes with Retina.

If you have an ad, most probably others will give it to you for $299 via price match if you rather not deal with Wally.
