How can I do this. Do I just enable my Apple ID on the work computer? Will that merge all of the passwords or will it replace one set with the other? Doing this because I want to use my home computer for working remotely. Exporting the passwords from Safari is impossible it seems.
 
You need to import them. I do not know if it's possible for passwords but you can export your bookmarks. In the Safari app on your Mac, choose File > Export Bookmarks.

The exported file is called “Safari Bookmarks.html”.

Yeah, it's enabling the keychain, but does it merge the two keychains or does one replace the other?

As far as 3rd party goes, which is best for MacOS/iOS? So many different opinions on this!
 
I went with Keeper and took the time to enter passwords and organize them properly.
 
Been using Keepass for over a decade. In iOS bought Strongbox. https://strongboxsafe.com/personal/

I liked Keeper so far, but there may be an issue. If I create a password using Safari on my iPhone, I believe I have to manually enter it into Keeper which can be a nuisance.

I create passwords with Keepass. Not Keychain or Safari. Edge syncs and saves everything across iOS, Android, Windows and Mac. Creating passwords is rare one time. Yes you have to create or import or copy/paste to get started.
