Depending on where you are, dark blue jeans are dressy enough today that you may not look slack, although I'm not sure where you're going, so it's hard for me to say. Stay with khakis if you think it's a bit more upscale. I just think that some people look good in khakis, while others end up looking like an English teacher.

Brown or dark blue? The only thing I referred to was the khakis or the blue jeans, so I'm assuming this is what you're talking about. I just think khakis make you look older, although it'll depend on how dressy you have to be. I like "smart casual," but for myself, this doesn't include khakis. If I need to "dress casual, but smart," then I'll wear dark blue jeans. If I need to be "dressy, but also casual" (there's a difference), I'll know this means I have to appear more formal and I'll just wear a pair of grey dress pants and a button down collared shirt, and I'd never look out of place.
EDIT Should the button-down shirt be a size smaller than the sweater (meaning a size smaller than it normally would be) ?
No. You're not going to wear this shirt exclusively under other shirts, are you? Get one that fits. Anything that fits will look good. Don't get a shirt with a stiff collar because if you wear only the shirt one day, it'll look weird if the collar is stiff because that's what really dressy, "I'm going to work" shirts appear.

Yes it's true, but you're not a girl.

For men, it really depends on whether or not you're fat. Oh sorry, that's not PC. I mean't "heavy-set." If you're heavy, don't exaggerate it with horizontal stripes. Wear vertical stripes. If you're skinny or have a medium build, horizontal stripes will make you look bigger, which may be a good thing.
And isn't it going to be too hot for a sweater in San Diego this time of year?

Wear shoes. The type of shoes depends on what you're going to wear, but I guess you can stick with black shoes. If you're wearing khakis, then you can even wear brown shoes. Your belt colour should match your shoe colour.
Personally, I think a pair of dress pants and a coloured stripe collared shirt could do the trick, but you don't necessarily need to listen to me, as I don't have a great deal of fashion sense.
