I created a USB installer. Tried several times. No matter what I do, boot from the USB Ventura Installer takes me to the Recovery. Macbook Pro 16" Intel.

Also, with an SSD external, and choosing it to install Ventura from Monterey, after first reboot takes me also to the Recovery.

Seems like Ventura needs to boot from the internal main drive...
Do you have your startup security settings configured to allow booting from an external disk?

Well, I got to install it. Installed clean Monterey in an external drive. Booted from it and installed Ventura from it.

Now I´m trying to migrate the account from the internal drive.

I have a MBP M1 Max and am trying to install Ventura Beta to a partition on an attached SSD. The MacOS Developer Beta Access Utility gives me this error when trying to install:

macOS Developer Beta Access Utility can't be installed on this disk. You can only install this software on the disk that is running macOS.

Does this mean I have to download the UniversalMAC_13.0_22A5266r_Restore.ipsw, and install from that image?
I want to leave my current Monterey 12.4 partition untouched.

UPDATE: Success installing on the Macbook Pro 16" Intel. Also, in the Macbook 12" I could boot from the USB Installer without any problem.

There´s something wrong in the fact that you can´t install macOS 13 Ventura in a Macbook Pro 2016 with a core I7, but you can in a Macbook 12" 2017 with a core mobile I3.

I erased Montery volume of my Intel-based 2019 mbp16 and tried to install Ventura B2, a message box poped up saying administrator authority needed to unlock the disk. After checking the installation log, I found that the Ventura installer can not verify the disk is or not FDE. WTF.....

When I tried to clean reinstall Montery and Ventura B1, everything is OK....

In my case, I introduced the admin name and password and everthing went ok
I had erased the whole system volume, so there was none admin name and password record to be verified. I tried admin name and password of Montery, the installer said invalid, just happened as expected o_O

Maybe T2 retains those values?

Patience, my friend.
MDS builds the installer after completing the actual download, and doesn't tell you much about the progress, until it is finished. 12GB takes a bit of time, maybe 10 minutes with my connection.
I also struggle with MDS a bit, if I use MDS in Monterey. Even a failure message of some kind -- not every time, but does happen.
However, if I use MDS in BigSur, I get a good download, almost every time.
