i have search in the apple store but all to buy, i want a free full version....

Just throwing this at you. If you own MS Office 2011, there are templates for creating DVD labels.

Pages, Numbers, GIMP - with a bit of finessing, you can do your own templates.

Is this just as a hobby or professional use? I design DVD artwork for a living and would only use Adobe Creative Cloud. If it's just personal use then you could get away with suggestions above.
