One of the bands from a Apple Watch I bought from Target doesn’t work. Bad magnet I guess. Do I go to target or do I go to an Apple store to get a replacement? Apple store probably seems easier but don’t want to wait in line if I’m supposed to go to one over the other.

if you bought it from target return it to target. get your money back
Don’t want my money back. Want a band than works. Can I go to an Apple store to swap it?

See if Target will swap the band for you. If they won't, contact Apple and let them know. Hopefully, they can assist you.

Apple Watch bands have a 1 year warranty against defects, so Apple should be able to replace it for you.

Can you be more specific? What type of band is it, and what magnet are you referring to?

It's pretty simple, you just ask to get the band exchanged at Target. Not Apple. Tell them you believe it is faulty and would like to exchange. If the second band does not work as you would like, then clearly it's view on the product and you should probably just return it and look for other options that you will like.
