Watch OS 2.2

so I bought a second Apple Watch and wanted to be able to switch them, a feature in 2.2. Is the only way to load 2.2 onto your watches is to pay the $99 developer fee?

Sign up for the public beta. I think watch os 2.2 is available publicly with the iOS 9.3 beta. But we warned, you can't revert back on the watch and their previous beta versions were pretty shaky. I wouldn't recommend it.
