Do I need to download and install iOS9 on my iPhone in order to take full advantage of Watch OS2? I'm asking because I already pre-ordered an iPhone 6S and would prefer not to spend time updating my current iPhone 5S for the few days left that I will be using it.

You can't pair a watch with watchOS 2 on anything other than 9 and newer. It won't even prompt an update until you update the phone to 9.
 
You would need iOS 9.x to download/install wOS 2.0.n I believe if running iOS 8 you just won't get an update notification in the Watch app.
 
Does this mean that IOS 9 will be available to the public on Sept. 16? Otherwise, it wouldn't make sense to make such a big deal about a public release of Watch OS2.

iOS 9 will be available tomorrow too. You will need to install iOS 9 before you will receive the wOS 2 update since it is in the Watch App.

Why would you not install iOS 9 on your 5s? You'll be better adapted for it once you receive your new iPhone. You can focus on the new hardware since you'll already have 9 days experience with iOS 9.
