Watch Series 3 and iPhone 5s

On their homepage, Apple states the following restriction for compatibility:

Apple Watch Series 3 (GPS + Cellular) requires an iPhone 6 or later with iOS 11 or later. Apple Watch and iPhone service provider must be the same. [...]

Does that mean that only the GPS + Cellular model requires an iPhone 6 or later and would a non-Cellular model be compatible with the iPhone 5s? I am a bit confused.

The 3 series have WatchOS 4 which iPhones 6 or later is a requirement.
