how are Apple dealing with this? Could it wreck the phone if someone plugs in when still water inside?

I think the below picture now pops up in ios10 to prevent this.

Correct. Samsung does this as well with their S7. Just to be safe though, I wouldn't plug it in for a few hours after getting it wet.
