Way to assign text to hotkeys?

I'm looking for an app (preferably one that has a Windows counterpart) that lets me assign some test pastes to Hotkeys. Say for example I press CTRL+F1 it pastes and if I press CTRL+F2 it pastes .

I'm fine with paid options, but free is, obviously, preferable. Any opinions on apps to try?

When it comes to that all I've heard was TextExpander. I don't use that type of app because it's not something I think I need especially if it's expensive. I found this article. It might be a little out of date but I think maybe relevant.
