Way to Translate an App

There is currently an app on the appstore that could be very beneficial to me and a lot of my friends.

However... it's in Korean. And there are no other apps for this particular subject.

Is there a second app that I can use to translate it into English (I don't care if it is crappy English)? Or any other way I can have it translated?

No, you cant change or modify an app from the appstore.
The developer would have to do it if he wishes.
What kind of app is it?
