Yes, it's likely fraud protection from your bank. Happened to me today. Called Chase. Chase said since it was such a large amount and I have never ordered directly from apple.com before, they blocked it. Cleared it up, 5 minutes later I went back to my order and reverified it, and went through. All good.

I called chase and I comfirmed... what's the next step ? a apple lady in texas called me and she said she would speak to the bank before the bank called me. So after I talked to the bank. How long will I have to wait to know if the order went threw?

You have to go back to your order status. Who did you order though? I ordered from Apple.com. There was an error there that said they had a problem authorizing payment with an option to verify again. Just went back and reverified on the order status page a few minutes after speaking with chase.
