We should be able to 'force' swipe up/down to reveal notification/control centre in fullscreen apps

When using fullscreen apps (the apps that covers the status bar and clock) and wanting to access the control centre, we would have to swipe up twice to reveal the tab and then try to catch that tab to pull up the control centre. Instead we should be able to force swipe from anywhere from either the top or bottom. So it's a lot more fluid, convenient and faster.

But 3D Touch is also accessible by third party devs, there may be conflict between the gestures.
