Seems to me that if you are willing for the temperature to display incorrectly for a few hours, until refreshed, you can just as easily pull down the notification bar to read the temperature!

Weather information contains short time forecast, which includes temperature for different hours of the day. Updating this data every few hours, or at user preference, would not drain anything.

There would be absolutely no need to reload every second the weather information. Once every few hours would be enough. And using the gps to determine the position once in a few hours will most certainly not drain anything. You could even be given the choice for the frequency of the updates.
The same applies to the clock. A live icon would in no way drain anything.
