Weather app on iPad

On GM, and on the previous betas, the first time I used notification center, privacy control asked me if I wanted to allow weather application to use my position.
So why still no weather application on iPad? Can someone explain me this Apple "strategy"?😕

A same with the stocks. I wish they had a stocks app or even just give us the ability to use the iPhone one in 2x
