Update: After opening the new Weather app, which I didn't know about, and clicking "allow" for location services, the control center weather widget is now working.

Thanks jk73, this was exactly it! I had toggled every Location Services setting on/off to no avail. I gave up, Googled, and read this thread. Only upon opening Weather.app did it actually ask to allow Location Services. The widget does not ask or instruct you to open Weather.app it just says "Location Services is Off". (Which also seems like bad grammar, right?) Feedback time!
